IPRC's Proposal to Counter the US Hostile Measures

Considerable expertise in confronting the United States arrogant actions against Government of the Islamic Republic of Iran is proposed as follows:

Article (1): Accordance with the "Low on the proportional and reciprocal measures of the Iranian Government in the implementation of JCPOA" (approved on 13 Oct. 2015) as well as to implement provisions of prior (UN Security Council) resolutions, Government of the Islamic Republic of Iran is obliged to take the following measures:
A) Iran's Nuclear Steps:
To reduce Iran nuclear commitment under the 2015 nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA) as well as return to "the pre-JCPOA situation", taking serious steps is proposed as follows:
1. To start installing (reinstalling) about 19000 centrifuges at the two pivotal enrichment sites – Natanz and Fordow - ,
2. To begin enriching uranium to 20 percent at Fordow Plant within one week,
3. To expand stockpiles of enriched uranium over 12000 kg as needed for Iran's peaceful nuclear program
NOTE: According to implement provisions contained in this Article, IAEA is obliged to resume Arak's heavy water reactor to pre-JCPOA with three months as well as pave the way for reactivating its reactor facility within 6 months.
B) Full Cooperation with the Int'l Atomic Energy Agency (IAEA)
Following steps should be taken in a bid to cooperate with the IAEA:
1) Blocking IAEA inspectors access to Iran's nuclear sites through on-line monitoring (OLM) techniques as well as reducing the time for onsite inspections within a maximum of two weeks,

2) Limiting the IAEA's access to nuclear materials, facilities and activities as well as carrying out safeguard within a maximum of two weeks.

Article (2): If all or part of the provisions of the previous United Nations (UN) Security Council Resolutions on Iran nuclear issue are implemented, in any way, the Joint Comprehensive Plan of Action (JCPOA) is legally won't be binding. Hence, the government should waiver to implement its resolutions.
Article (3): According to approvals of Iran's National Security Supreme Council, the Government, the Judiciary and Armed Forces are obliged to take appropriate measures on preserving rights and interests in case any government, natural or legal persons collaborate with the US to enact the provisions of prior (UN Security Council) resolutions illegally and unilaterally,
Article (4): Any counterintelligence activities or collaboration with oppressive states including, the US are actions against national interests as well as considered to be a "corruption on earth" which shall be subject to the punishment stipulated by the Islamic Penal Code,
Article (5): US corporations which impose sanctions against Islamic Republic of Iran generally or specifically shall be subject to the one of penalties of the fourth degree of criminal offences which stipulated by Articles (19) and (20) of the Islamic Penal Code.
Article (6): Given the neutrality rule which has not been observed by the United States, Government of the Islamic Republic of Iran is obliged to follow up to relocate the UN Headquarter (HQ) to another country through cooperating with its allies.
